Setup: Dr. Kochin gathers the Dragon Balls in the frozen Tsumnisumbri Mountains. He wishes to revive his mentor, Dr. Wheelo, whose body was destroyed in an avalanche decades earlier.
Dr. Wheelo’s State: Wheelo survives only as a brain inside a giant robotic shell. He desires the body of the world’s strongest fighter to regain his power.
Mistaken Target: Believing Master Roshi is the strongest warrior, Kochin kidnaps Bulma to force Roshi’s surrender.
